《中華人民共和國招標投標法》已由中華人民共和國第九屆全國人民代表大會常務委員會第十一次會議于1999年8月30日通過，現予公布，自2000年1月1日起施行。

第一章 總則
第一條 為了規范招標投標活動，保護國家利益、社會公共利益和招標投標活動當事人的合法權益，提高經濟效益，保證項目質量，制定本法。
第二條 在中華人民共和國境內進行招標投標活動，適用本法。
第三條 在中華人民共和國境內進行下列工程建設項目包括項目的勘察、設計、施工、監理以及與工程建設有關的重要設備、材料等的采購，必須進行招標：
（一）大型基礎設施、公用事業等關系社會公共利益、公眾安全的項目；
（二）全部或者部分使用國有資金投資或者國家融資的項目；
（三）使用國際組織或者外國政府貸款、援助資金的項目。
前款所列項目的具體范圍和規模標準，由國務院發展計劃部門會同國務院

Chapter I General Provisions
The first order to standardize the bidding activity, to protect national interests, public bidding activities, interests and legitimate rights and interests, enhance economic efficiency, to ensure the quality of projects with law.
The second bidding in the PRC to conduct activities in this Law.
Article in the PRC include the following construction project survey, design, construction, supervision and construction and engineering of important equipment, materials procurement, to tender:
(A) large-scale infrastructure, public utilities such as social and public interests, public safety projects;
(B) use all or part of the state-owned investment funds or national financing;
(C) the use of international organizations or foreign government loans, aid funds.
The specific items listed in the preceding paragraph, the scope and scale of the standard, by the State Council department in conjunction with the State Council Development Plan
