（一）編制依據(jù)
1、北京城市鐵路股份有限公司發(fā)放的《招標(biāo)文件》、07標(biāo)段設(shè)計(jì)圖及答疑資料等。
2、國家、北京市相關(guān)法律、法規(guī)、規(guī)章和技術(shù)標(biāo)準(zhǔn)；
3、對以往類似工程的施工經(jīng)驗(yàn)和我單位現(xiàn)有的技術(shù)裝備和機(jī)械施工的能力；
4、建筑工程、鐵路工程、公路工程及其它相關(guān)規(guī)范、標(biāo)準(zhǔn)；
5、現(xiàn)場調(diào)查情況
（1）設(shè)計(jì)單位的設(shè)計(jì)意圖；
（2）沿線道路、房屋、電力、水源等；
（3）當(dāng)?shù)貧夂蚣白匀粭l件；
（4）取土場及輕軌鐵路工程所需材料來源地點(diǎn)、可供量、質(zhì)量標(biāo)準(zhǔn)；
6、目前我單位計(jì)劃參加施工的專業(yè)施工隊(duì)伍及機(jī)械設(shè)備。

（二）編制原則
1、滿足招標(biāo)文件提出的工期要求、質(zhì)量要求，確保施工安全和環(huán)境保護(hù)；
2、專業(yè)工程由專業(yè)施工隊(duì)伍施工，并提高機(jī)械化施工水平；
3、分部工程分段分項(xiàng)連續(xù)施工，優(yōu)化施工方案，提高施工效率；
4、采用成熟的施工技術(shù)和工藝。
5、單體橋工程跨越城市道路工程，施工時(shí)保證行車行人安全及不阻斷交通。
(A) prepared on the basis
1, Beijing Urban Railway Company Limited issued a "tender document", Lot 07 design drawings and Q information.
2, the state, Beijing laws, regulations, rules and technical standards;
3, similar works of past experience and my unit existing technology capacity of construction equipment and machinery;
4, construction, railway, highway construction and other relevant norms and standards;
5, on-site investigation
(1) design units of design intent;
(2) along the roads, housing, electricity, water, etc.;
(3) the local climate and natural conditions;
(4) The earth borrowing yards and light rail projects as sources of material location, availability, quality standards;
6, now my unit plans to attend a professional construction team and construction machinery.

(B) Basis of preparation
1, the duration to meet the tender document requirements, quality requirements, to ensure construction safety and environmental protection;
2, professional engineering construction by a professional construction team, and raise the level of mechanization of construction;
3, sub-sub-division of continuous construction projects, optimize the construction program to improve construction efficiency;
4, using sophisticated construction technology and processes.
5, single bridge across the urban road project, the construction of pedestrian safety and to ensure traffic does not block traffic.
