1.1.1.編制依據
(1)《錦屏水電站九龍河口～錦屏一級壩區輔助道路改建工程（第四標）招標文件》。
(2)招標文件提供的設計圖紙、工程量清單等有關資料。
(3)國家及行業現行設計、施工規范、驗收標準及有關文件。
(4)招標期間招標單位與投標單位所有來往的函件及補遺資料。
(5)我公司對施工現場的實地勘察、調查資料。
(6)我公司積累的成熟技術、科技成果、施工工藝方法及同類工程的施工經驗。
(7)我公司可調用到本標段工程的各類資源。
1.1.2.編制范圍
錦屏水電站九龍河口～錦屏一級壩區輔助道路改建工程（第四標）招標文件所規定的全部工程內容，包括：土石方工程、路面、橋梁、隧道、排水及涵洞、防護工程等。
1.1.3.遵循的規范和標準
本投標文件施工組織設計遵循的主要規范、標準（包括但不限于）見表1-1-1。
