第一節(jié) 我國公路工程招投標(biāo)概述 

公路工程建設(shè)推行招投標(biāo)制是我國公路建設(shè)事業(yè)改革開放的結(jié)果。公路工程建設(shè)項目招標(biāo)投標(biāo)是國際通用的、比較成熟的而且科學(xué)合理的工程承發(fā)包方式。公路建設(shè)行業(yè)是我國推行招投標(biāo)制度最早的行業(yè)之一，在“七五”期間，引進(jìn)外資的建設(shè)項目中，同時“引進(jìn)”了國際通用的招投標(biāo)制，招投標(biāo)制不僅在理論上符合市場經(jīng)濟(jì)和價值規(guī)律的基本原理，而且實踐證明，招投標(biāo)制可以確保工程質(zhì)量、縮短建設(shè)工期、降低工程造價、提高投資效益、保護(hù)公平競爭。
招投標(biāo)制促使建設(shè)單位按基本建設(shè)程序辦事；促使施工單位在競爭中注重自身的經(jīng)營管理、技術(shù)進(jìn)步，提高管理水平，樹立良好的信譽(yù)；促使施工企業(yè)由生產(chǎn)型向生產(chǎn)經(jīng)營型轉(zhuǎn)變，改革企業(yè)內(nèi)部的經(jīng)營體制和管理體制，以求得最好的經(jīng)濟(jì)效益。
1985年交通部頒布了《公路工程施工招標(biāo)投標(biāo)試行辦法》，1989年在總結(jié)我國公路工程施工招投標(biāo)的經(jīng)驗和教訓(xùn)的基礎(chǔ)上，修訂成為《公路工程施工招標(biāo)投標(biāo)管理辦法》，1996年7月1日發(fā)布了《公路建設(shè)市場管理辦法》，1997年10月1日又在以上辦法基礎(chǔ)上發(fā)布了《公路工程施工招標(biāo)資格預(yù)審辦法》和《公程

Implementation of highway construction bidding system is the cause of reform and opening up China's highway construction results. Bidding for highway construction projects is an international, more mature and scientific and rational approach to construction contracts.
