第一章  編制依據、原則及范圍
第一節(jié)  編制依據
　　一、《西區(qū)中心莊路跨京津塘高速橋工程施工公開招標招標文件》。
　　二、業(yè)主提供的本工程招標圖紙及隨招標文件下發(fā)的相關設計資料。
　　三、招標文件關于編制標書的有關要求。
　　四、現行相關的國家及部頒設計規(guī)范、施工規(guī)范、驗收標準及有關文件，天津市、開發(fā)區(qū)及業(yè)主的有關規(guī)定。
　　五、招標期間招標單位與投標單位所有來往的函件及補遺資料。
　　六、我公司對施工現場實地勘察、調查資料。
　　七、我公司積累的成熟技術、科技成果、施工工法以及多年來從事同類工程的施工經驗。
　　八、我公司可調用到本工程的各類資源。
第二節(jié)  編制原則
一、安全第一的原則
在施工組織設計的編制中始終按照技術可靠、措施得力、確保安全的原則確定施工方案，在確保萬無一失的前提下組織施工。
二、優(yōu)質高效的原則
　　加強領導，強化管理，優(yōu)質高效。根據我們在施工組織設計中明確的質量目標，貫徹執(zhí)行ISO9001質量體系標準，積極推廣、使用“四新”技術，確保質量目標的實現。施工中
