第一部分、baopo技術與安全
一、爆炸安全管理措施
    （1）baopo工作要根據批準的設計文件或簡明的炮眼布置說明書，以及有關技術規定進行。每個baopo工點指定人員負責炮位選擇，進行藥量計算和安全警戒工作。
    （2）從事baopo工作的人員必須受過baopo技術培訓，熟悉baopo器材性能操作方法和安全規則。本工程項目嚴禁使用新baopo人員擔任baopo工作。
    （3）baopo器材的采購、運輸、保管、發放必須符合國家《baopo安全規程》規定的要求。建立臺帳，嚴格審批制度，防止多領少用，私藏余料，杜絕流失和被盜。
    （4）進行baopo作業要嚴格控制用藥量，禁止無證人員參加baopo作業，并按規定的警戒距離、時間，設置安全警戒人員。baopo在施工前要制定專項施工組織設計，指導全過程施工作業。
    （5）baopo安全管理措施根據中華人民共和國baopo施工管理的有關規定標準（GB13349-92），結合施工現場實際情況，特采用如下安全管理措施：建立baopo安全領導小組，統一
