路面底基層是在基層下鋪筑的承重層，江蘇高速公路路面，采用石灰、粉煤灰穩定土（簡稱二灰土）底基層，結構厚度20cm。
高速公路施工難度大、技術要求高，因而在路面施工中，必須層層把關，嚴格要求。從底基層應給予高度重視，防止在二灰土底基層施工中出現原材料質量不合格、配合比不準確、拌和不均勻、碾壓不密實、接縫不平整等質量弊病，避免出現粘土夾層、起皮、松散、裂縫、彈簧、翻漿等質量缺陷，以確保路面底基層的工程質量。
根據交通部標準JTJ034-2000《公路路面基層施工技術規范》結合江蘇已建成高速公路路面施工經驗，對路面二灰土底基層施工，提出如下指導意見。
一、 準備工作
1、 必須配備齊全的施工機具和配件，做好開工前的保養、試機
