工程質(zhì)量監(jiān)理目標(biāo)是:建立全面的質(zhì)量控制體系,強(qiáng)化承包人自檢體系的管理,嚴(yán)格做好中間的質(zhì)量檢驗(yàn)以及現(xiàn)場(chǎng)質(zhì)量驗(yàn)收,搞好工序監(jiān)測(cè),強(qiáng)調(diào)以事前控制為主,嚴(yán)格開工報(bào)告的審批,預(yù)防質(zhì)量通病的發(fā)生,杜絕施工質(zhì)量事故,確保工程質(zhì)量創(chuàng)優(yōu)。
1.建立質(zhì)量保證組織體系
1.1監(jiān)理工程師必須建立完整的質(zhì)量監(jiān)控組織體系,以保證對(duì)所有施工環(huán)節(jié)進(jìn)行有效控制。質(zhì)量控制組織體系中應(yīng)根據(jù)工程實(shí)際情況設(shè)置材料、試驗(yàn)、測(cè)量、計(jì)量等及各工程項(xiàng)目的專業(yè)技術(shù)崗位,并明確其名稱和職責(zé),實(shí)行工程質(zhì)量終生崗位責(zé)任人制度。此外,應(yīng)建立獨(dú)立的監(jiān)理中心試驗(yàn)室和測(cè)量機(jī)構(gòu),質(zhì)量數(shù)據(jù)不與承包人共享。
1.2督促、檢查承包人自檢的三級(jí)質(zhì)量保證體系。承包人自檢質(zhì)保體系的核心和基礎(chǔ)是各級(jí)分項(xiàng)工程自檢質(zhì)量負(fù)責(zé)人和工地試驗(yàn),監(jiān)理工程師必須對(duì)其嚴(yán)格審查,不符合要求的必須及時(shí)更換和充實(shí)完善。
