前言
     二十世紀(jì)九十年代初期，我國一些有識之士開始積極倡導(dǎo)安全文化，提出“把安全生產(chǎn)工作提高到安全文化的高度來認(rèn)識”的新思路，發(fā)布了《中國安全文化發(fā)展戰(zhàn)略建議書》。受到政府的一些主管領(lǐng)導(dǎo)人對安全文化的建設(shè)高度重視，如1994年12月，全國人大副委員長李沛瑤就安全文化建設(shè)題詞：“普及安全文化知識，提高人民安康水平；”1995年七月，吳邦國副總理在全國安全生產(chǎn)工作電話會議上講話強(qiáng)調(diào)：“各級黨委和政府要通過加強(qiáng)安全生產(chǎn)宣傳和教育，倡導(dǎo)安全文化等措施，促進(jìn)全社會的安全生產(chǎn)意識和素質(zhì)的普遍提高。”當(dāng)時(shí)在全國掀起宣傳安全文化知識的新高潮，1995年全國第五次“安全生產(chǎn)宣傳周”活動，把“倡導(dǎo)安全文化，提高全民安全意識”列為三大主要內(nèi)容之一。同時(shí)一些行業(yè)和企業(yè)也紛紛開展企業(yè)安全文化建設(shè)活動，如核電、電力、鐵路、石油化工等行業(yè)進(jìn)行了一些試點(diǎn)，取得了明顯效果。然而，近幾年安全文化活動正逐步在一些企業(yè)淡化。究其何原
