一、應急預案的方針與原則
更好地適應法律和經濟活動的要求；給企業員工的工作和施工場區周圍居民提供更好更安全的環境；保證各種應急資源處于良好的備戰狀態；指導應急行動按計劃有序地進行；防止因應急行動組織不力或現場救援工作的無序和混亂而延誤事故的應急救援；有效地避免或降低人員傷亡和財產損失；幫助實現應急行動的快速、有序、高效；充分體現應急救援的“應急精神”。堅持“安全第一，預防為主”、“保護人員安全優先，保護環境優先”的方針，貫徹“常備不懈、統一指揮、高效協調、持續改進”的原則。
二、應急策劃
(一)工程概況
商務廣場A、B座工程（以下簡稱本工程）是由山東房地產開發有限公司投資開發的商辦建筑群，位于濟南市二環東路百花公園對面，處于濟南市開發區的繁華商住區。地下3層，地上30層，地下3層為車庫和設備用房，地上1-4層為城市商業、金融、證券、商務會所及休閑娛樂中心，5-28層為大空間商住兩用房，29-30為設備和電梯房。本工程由山東大衛建筑設計有限公司設計。由兩棟連體建筑通過裙房相連接，與B座、C座及其裙房等工程共同形成塔樓、板式樓、裙房為一體的現代化建筑群。
本工程由兩棟連體30層塔樓組成，塔樓呈正四方形，總高度122.9米，結構高度104.5米，建筑面積約71025平方米，南北長78.4米，東西寬62.75米，塔樓為30.4米×31.5米的長方形，外窗為豎向條窗，頂部為弧形反檐處理。箱形基礎，框架－剪力墻結構體系，塔樓標準層
